Most headlight lenses are polycarbonate plastic with a thin protective layer from the factory. Years of sun wear that layer away, and the plastic underneath oxidizes and turns cloudy or yellow.
Restoration removes the damaged surface and brings the lens back to clear. The new surface then needs protecting, or the sun starts the same process again.
